6. It is possible that the underlying reason for the decision of the Fakistan Government is their desire to build up their armed forces, and a disinclination to allow useful material to leave the country. But we are tempted to read into this decision an echo of the recent anti-colonial sentiments expressed by that Government with regard to the Indonesian problem.

7. We hope to find out more about their motives from Creagh later. It does not however look as if there is much prospect of inducing them to revise their decision, at any rate for the present. We have, of course, irformed the Government of Hong Kong of the position.

8. There is, incidentally, a similar request pending with the Pakistan Government in regard to recruitment for the Aden Armed Police Force. We have warned Aden that we may get an unfavourable reply on this too, in view of the decision regarding Hong Kong.
